For makeover, they need revenue generation, for which spectrum is a must.
Keeping them amputee with 4G(if Nd when allotted) while others move to 5G is nothing less than bleeding the tax payers.

Allotting 5G for no cost would bring down one hell of a backfire and we all know Mr. Muudi won't go against Reliance.

That's the problem. Favouritism doesn't help the market nor the economy.
Regarding auction money, the govt has anyways put on hold the money needed to revive the two telcos. Maybe use that money as a guarantee and grant them spectrum.
But then, there is no willingness.
