If you have any problems and is not solved by 1504, then just drop in a mail to [email protected] and they will respond to you in 24 to 36 hours !
If your query is pure technical and those behenjis of 1504 do not understand a bit try sending it to that email and for sure you will get proper relevant solutions.
I have tried and tested it ! and it has worked. Also you give them suggestions as these are the real guys who have control over mtnl website and its database. They can make mtnl website work. So next time register.mtnl.net.in does not work start sending emails to [email protected]
