MTNL Broadband Dropping Speeds Problem

Yeah its pathetic. Sometimes even pings are ok but sites load at a crawl.Yesterday, I went to google maps and it was showing my location as Shenzen in China. I think MTNL may even be getting hacked.

I recently got MTNL Landline installed the connection was done withing 3 days of application though the phoneline was activated with 1 day.
I used to get very low SNS around 6 but did not face issue with disconnection except for ones or twice a day.
I wrote to the MTNL guys today about the low SNS and within an hour it went to 20 and in the night it is around 11.
I have read many post of frequent disconection if SNS is low but the same was not with the case
The speeds i get are also stable around 100 - 110 kbs through day and 190 kbps during night
Ping times are okay but there is no lag in online videos
