MTNL Broadband DSL 849NU - frequent disconnections and variating speeds

Hi,

I recently upgraded on the 1st November 2009 my previous 256kbps DSL 590NU plan to DSL 849 (256kbps upto 2mbps) plan. I have 2 routers, the old D-Link 502T (ver A1) router & a Netgear Wireless router (DG834G v2). Both work perfectly. The line (MTNL replaced the old tel line with a new one) in my house is not concealed & i have a suitable PC and a SINGLE new phone with a new filter. I have Windows XP loaded.

Its now 14 days as of today and MTNL has not done anything about it. Previously on the 590NU plan also i was getting frequent disconnections and slow speeds. Their DE, SDE, Linemen etc have personally come many times to my place and did all sorts of test like changing filters, routers, connecting their laptops, changing phones etc...but no line test! Always ready with excuse "OUR PARAMETERS ARE SHOWING OK!". Though they have acknowledged and seen that when their parameters were OK, my ADSL light was continuously blinking and disconnecting. They have also moved me from Erricson to Alcatel and changed my ports innumerable times.

Day before y'day they changed the N.E (New Equipment) at the Marol Exchange. Said it could also be one of the reasons. But however, my tel dialtone is now acting weird and theres humming on the phone and sometimes no dialtone but a continuously engaged tone.

Sometimes (rarely) i do get good speeds (1.6-1.8mbps) during the day/night for a longer stretch of time (say 5-6hrs) and most of the times i can hardly surf a webpage as the ADSL light disconnects frequently.

My Stats as of today are as shown below. If you see, i have never seen the Attenuation come as low as 11dB.

On Monday they are again going to change the ports back to Erricson and get a Line Tester from Prabhadevi which they said would be able to measure > 50Volts and check 2Mbps lines.

I hope they solve this issue by monday as promised by their DGM Mr. Pachori.

If anyone has any ideas as to what Technical measures to take incase its unresolved, please let me know. If anyone knows how to contact TRAI and register a formal complaint with TRAI, please revert ASAP.

Today NO ONE came with the Line tester from Prabhadevi. I then personally tried to do the checking myself and replaced the Netgear DG834Gv2 wireless router with my old D-Link 502T router and found that it was not disconnecting that much and synching properly, though the line disturbance on the phone was still present.I am as perplexed as the MTNL people who say that their line parameters till the main box on the road near my BLDG shows OK.Is it some electrical inductance or is it my Wireless Netgear router which may be faulty. I tried replacing the Splitter (filter) on my phone and its the same noise problem.I found one thing very odd and that is when the Main electrical Power switch which gives power to the PC and router is OFF, and if i try to connect the router Power cable to the Netgear Router, the router light momentarily lights up and dissapears. Is this an indication of some electrical leakage in my place? Would this be responsible to cause a electrical interference on the phone or router?BTW, i found that the Attenuation since this problem started is still 41-42dB and SNR is 6-8dB.If anybody has any ideas please let me know.
