MTNL Broadband: Receive window for 300 latency... make a difference?

Hi guys -- just wondering if the receive window, dup acks, MTU, etc. actually make a difference to speed.I have no complaints -- MTNL 2M has given me 99.9% uptime, 210 standard "good times" speed, and 120 to 140 average-over-day speeds. But I was wondering if there's a good value for the TCP Receive Window with a latency to most US sites being almost always between 230 and 300, and speed being exactly 210 for about 12 hours in the day.Also, please vote on my poll just so I know if I'm lucky, average or unlucky! This is about MTNL Bombay. Thanks!
