MTNL Broadband: Strange speed problem

I have a 512K unlimited connection. For the past two days, I noticed a little slow speed while browsing, so I took a Speedtest.net test. It shows 0.13 Mbps speed (while earlier it used to show 0.45 Mbps), and I've tried it 3-4 different times (day and night). So it shows that speed is decreased. But strangely, torrent downloads show ~ 48 kBps (which is the same as earlier, approx. equivalent to earlier 0.45Mbps).So there's probably nothing wrong with the line. Now, I'm wondering if the problem is with Speedtest servers (has anybody verified their speeds recently?), or is something wrong with my pc? Or has MTNL changed some settings on their end which limits the speed of http traffic?

I have had problems with the Mumbai server for the last three days, it gets stuck after the initial latency measurement but the Chennai server seems ok

Yes, that's right. The problem was with the Speedtest.net Mumbai server. Tested both Airtel and ST Chennai server, and speed is fine (though a little slower at 0.41 Mbps, against 0.45 Mbps earlier on ST Chennai). Thanks very much for the tip It removed my worries about malware, etc. on my pc...
