On the pathways of MTNL(Mumbai) MTNL(Delhi) has also launched a high speed broadband plan of 8 Mbps Freedom Broadband plans Freedom 1195 and Freedom-1999.

1195 is probably cheaper than airtel.

on 8mbps plan page its clearly written subject to feasibility.
