MTNL download problem

I am on the 599 unltd. plan from MTNL which gives me a 512 kbps connection for Rs. 600 per month (in mumbai). I have regularly received speeds around 55-60kbps when downloading files both from http sources and torrents. Since the last week, I have been getting only around 10-15kbps through torrents and similar or lower speeds through http sources. What can be the reason? The ports for utorrent are already forwarded (and in any case I have this problem only since the last week). In case of http sites, most downloads get interrupted midway through and fail. Your line attenuation is much too high. You must complain at 198 and take a docket number. Plus call 1504 and ask for the number for your local exchange.

Does the line attentuation indicate problems with the phone line? What should the ideal line attentuation be? Also, what should I tell the customer service - I doubt they would know what line attentuation is.
