MTnl officers email address for petition

i am creating a petition at

Create petition - Petition Online - India

for double existing plan speed..

Users just need to sign or vote then a mtnl officer we see this petition and may agree this our request.

so it may looks like long shot but i have seen some good example of success.

so currently the problem i am getting is finding correct info of mtnl officials?

if some one can create a good write a good content for this petition then he is welcome...
