UPDATE
Just came from exchange
The area manager clearly told port changing wont make any difference, its the line problem.
He told there was some technical issues with some card which caused this issues.

Guys help me with port change. My internet is not working correctly. What should I say to people at exchange?

What is port change you are talking about? What is SOTL Port? I googled it but it seems like it isn't even a term.

At what end does the port change take place? At the exchange or at the pole near my house?

I on 2mbps plan but I am not even getting 0.50 mbps since last weeek? Will port change help me?

What should I ask my exchange to do? I can't tell them to change my SOTL port because its not even a thing. What can I ask them to do?

Port refers to port in the DSLAM at the exchange, I believe.

SOTL - Sterlite Optical Tech Limited is a vendor providing equipment including DSLAMs to mtnl and is one of the more reliable equipments in use.

But, your issue might not be port related. What are your line stats?

I called up CC and the lady said that I will have to go personally to my local exchange and request them whatever you requested me. I know it was a long shot. But she said that MTNL is receiving this page not loading problem too often since last few months. Another problem she repeatedly gets is YouTube videos buffering. Then she said "Aare baba idhar baeth ke mein kya karu?" I replied, "to aap kaha pe baeth ke kaam karogi?"

She hung up.

being rude to these govt. employees is not good for you if you are willing to get your work done just be very polite to them even if they abuse "Jab kaam ho toh gadhe ko bhi baap banana padta hai"

please run tracert that might help to know where's the ping spike occurring
