MTNL Triband Broadband Wierd problem regarding speed

I have been using 749NU plan for the past 3 months now. And from the past week i have been experiencing some speed issues.
I am getting different speed results on different speed check websites.

MTNL speed checker shows that my speed is : 1845 Kbps
Speedtest.net shows : 200-400 Kbps
Airtel Speedtest shows: 300-500 Kbps
Rest of the speed tests show : 200-500Kbps

I am not getting enough speeds from HTTP downloads either
microsoft.com: file downloading speed is 30-50 KBPS
link-removed.com: file downloading speed is 10-40KBPS
I tried downloading broadband user guide(3.5MB) from mtnl website, and the speed was 224KBPS.

It seems i am only getting good speed on mtnl website.I am not able to get a speed of more than 100KBPS from any HTTP download from any website.I tried Torrents, via utorrent, and the speed is 20-45KBPS.I only get positive speed test results if i test on mtnldelhi.in, or if i download any file from mtnldelhi.in

This problem is making me really confused as i dont have any idea why this is happening.

other details are as follows:
OS: Win XP sp2
Modem : beetle 220BX
Distance from exchange: within 1 KM radius
Antivirus: NOD32
Bridge mode

I feel my snr margin is good enough and since i am able to get 1800kbps speed on mtnl tester, it is some other problem.
I can not get more than 500kbps speed on speedtest.net or any other speed testing website.

i would be very thankful if people here guide me and help me out of this problem.

Try the TCP/IP optimizer program from SpeedGuide.net :: Broadband · Cable · DSL · VoIP · Security · Network Tools.
Presume your service allows upto 2 Mbps speed .
Don't rely on MTNL/BSNL speed tests.I have posted above screen shot of 7.4Mbps speed for Dataone !
 
Well i am not actually relying on the speedtests.
I am not able to get download speed over 50-100KBPS.
Not even on microsoft.com.

And when i tested my speed on speedtest, it came out to be ~300kbps.
Then i tested my speed on mtnl website and it came out to be 1800kbps
After this i tried microsoft again and still i was getting around 45KBPS download speed.
And then i tried downloading a file uploaded mtnldelhi.in, which had a size of 3.5MB, and i got a downloading speed of 224KBPS ~ 1800kbps

So all i can figure out is that except mtnl related websites i am not able to attain more than 500Kbps speed anywhere else.
And i need guidance to get over this.
So plz help me out

1. Confirm max speed allowed for your tariff plan.
256 Kbps means max 32KB/sec d/l the 3.5 MB file would have taken approx 2 Minutes
2. 2048Kbps ( 2 Mbps) means max 256KB/sec d/l the same file (3.5MB) taken approx 15 seconds.
3. Did you try the Optimizer ?

Now this is what i was talking about, i am not able to get even 1mbps speed. Although mtnl tester shows fine speeds. And anything downloaded from mtnl website is downloaded at 2 mbps. But everywhere else its 256-500kbps.

HELP ME :(
 
Mumbai server isnt the fastest for Delhi users. I prefer to use a German server like Frankfurt or Munich or in US like LA. Try speedtest.net with those servers as well.
