cloudflare did sort of deny at the time that they were causing blocking of websites on isp a when isp b is the one blocking that domain.
so he is already using cloudflare.
Btw there is no way to implement ESNI. No webserver supports it. Cloudflare is probably the only site in the world which has it?
he already is on cloudflare so he has ESNI by default. and yes... it is surprising that no one seems to have any clue about esni. no apache module exists. cloudflare esni blog post did not mention anything about third party support from what i remember. i imagine it is not as simple as just releasing an apache/xyz module?

image resizing is not part of free plan to the best of my knowledge. and it is unlikely to cause the issue you are facing.

Cloudflare jumped the gun and implemented a half baked version of ESNI protocol from what I read. Server companies are waiting for the final specifications on it to add support.
