My BSNL Bill is 3605 after changing the plan. Help!

I was using 675 Plan Last Month (October) And my plan was changed to 1495 on 7th of October. Also, I purchased FUP @ 500. Still I got a bill of 3605... I thought 1704(Including Service Tax) + 570 (FUP With Taxes) =2274 then Why 3605?

BSNL charges a one time deposit for plan change. It should be mentioned in the bill.
