You won't get unlimited data from any of the service provider.

BSNL EVDO comes with Unlimited Data usage and more importantly without Fair Usage Limit... all other provides provide unlimited at 256kbps (or 144kbps RIL) and cost a lot more... My EVDO gives me around 1-2mbps speed during night (mostly and about 0.5 - 1mbps day... Though do have to warn you that it is not consistent sometimes the browsing speed is very less (and also my friend using my device got 1/2 my speed)... BUT it shouldn't be an issue as you are ok with 20-30kbps...

and also BSNL gives the Best speed vs Cost option... 750/- bucks for unlimited with device cost of 1450/-

And you can't compare EVDO with Tata 3G (techonology is completely different)..

None of these operators have Unlimited plan. If also is says unlimited, they have a CAP of 20 GB and after that unlimited @ 64 kbps. (Except BSNL 3G, not sure abt that)

Also all these have download speed of more than 400 kbps most of the time (except weekend). and demand is of 30 kbps
