Install only one ram stick and install the 64 bit OS ( you will only be able to use 3gb ram on 32 bit os) on the 1tb hdd and see if everything is normal , remove eveything else like fans , ssd , GPU etc , use onboard gpu
I am sure its a hardware issue since it freezes at the bios screen the OS is not involved.

Cant be an OS issue if it freezes at BIOS.
If ur pc's freezing at the bios screen itself, the most likely culprit is a RAM module. You got three and the probability of all three being corrupt at the same times is extremely low. Plug in just one at a time and try booting without any hard drives connected and see if you can proceed beyond the bootup bios messages to the "Disk boot failure, insert system disk and press enter" message prompt.
If you are still stuck then it could also be some form of bios problem. You could try removing the motherboard battery and resetting via the MB jumpers (you can find instructions to resetting the bios in the MB manual)
Also the a 550W PSU for your system is cutting it pretty close. If its a brand new part see if you can exchange it for a higher wattage PSU and/or a better brand like corsair, seasonic, thermaltake etc.
nope not a bad mobo, maybe the windows usb was not made right, but it is not an OS issue, try resetting the bios by popping out the CMOS battery and put it back in or just open it up again , disconnect ram, drives, optical drives , ram and boot just from mobo, cpu, gfx,and psu and see if you get a post BIOS screen you can take it from there , if you a post bios screen by plugging in one ram stick, one drive , basically try and figure out which one is the culprit. btw why the ati card on such a nice rig
