New Promotional BSNL Broadband Plan BBG SPEED COMBO ULD 1091 CS70 Plan - 8 Mbps till 60 Gb

I want yo know my SNR value but when I checked line parameters in modem it shows:
Downstream value 240
Upstream value 140

How to calculate SNR?
 
I saw this ad for a new promotional plan available for Karnataka on their
regional website.

This plan is promotional for the next 90 days from 6th July 2015.

My Existing BSNL connection was on NIB-1 from 2006 onwards with
no hassles. I was migrated to NIB-2 (when I was in Mumbai) somewhere
in May 2015 when the free night unlimited calls started.

My existing plan is BBG Combo 845 (1 Mbps to 6 Gb and then 512 Kbps).
I was getting flat 1mbps in this plan since it was introduced ( No FUP)
as long as I was on NIB-1. Unfortunately the party has stopped :(

I was thinking of migrating to this new 8 mbps plan subject to feasibility by BSNL.

How long do promotional plans stay active after expiry of the promotional period?

My line stats are pretty decent with a SNR Downstream of 34 db.

I also have an Airtel 1mbps unlimited connection with NO FUP (true unlimited)
as a backup connection.

My monthly usage on BSNL in the earlier days was around 80-100gb per month
and Airtel around 35-40 Gb. I use airtel mostly for downloading since the past
month since there is no FUP.

Is this a good upgrade? Or should I wait for some better plan to arrive?

What must be the minimum upstream SNR needed for this 8mbps plan?

I live in a house which is less than 1km from the exchange. So does this plan worth for me?
 
Some useful info.

(distance vs. attenuation vs. speed)
1.0km = 13.81dB = 23Mbit
1.5km = 20.7dB = 21Mbit
2.0km = 27.6dB = 18Mbit
2.5km = 34.5dB = 13Mbit
3.0km = 41.4dB = 8Mbit
3.5km = 48.3dB = 6Mbit
4.0km = 56dB = 4Mbit
4.5km = 62.1dB = 3Mbit
5.0km = 69dB = 2Mbit

Heres is my table of comparisons
SNR:

6dB or below is very bad and will experience no synch or intermittent synch problems.

7dB-10dB is fair but does not leave much room for variances in conditions.

11dB-20dB is good with little or no sync problems.

20dB-28dB is excellent.

29dB or above is outstanding.

Attenuation:

20dB and below is outstanding
20dB-30dB is excellent
30dB-40dB is very good
40dB-50dB is good
50dB-60dB is poor and may experience connectivity issues
60dB or above is bad and will experience connectivity issues
 
This is waste plan.they should give atleast 100 gb for 1091 rupees 8mbps.i am in 1445 plan and i have downloaded 104 gb for this month already
 
I am in 1445 plan.2mbps upto 20 gb abd 1mbps after 20gb.i feel.1mbps is better than 512 kbps.online streaming will be good.
 
What is the WAN IP address range that you are typically assigned? Reboot your modem a few times and check each time to see a few different IP addresses. I suspect they are limiting users of this plan to slower parts of their network. I only get IPs in the range 59.94.[148,149,150].x while my neighbours on other plans, and even my connection before switching to this plan, would be assigned IPs from other ranges too like 61.x.x.x and the newer 117.x.x.x.
M8, whom do i need to speak to in the BSNL exchange or office, to get my IP changed? I am from chennai. Before migrating to this plan, i used to get a variety of IPs including 59.92.xx 59.95.xx 59.99.xx 117.193.xx 117.217.xx 117.216.xx -- I used to get 160ms to France on 59.99.xx.
However after changing to this plan, i am assigned only 117.193.xx and the ping i am getting is 300+
