I am not sure about law but isnt using EMBLEM supposed to be used only by Government

So using emblem on "congress party" document in my opinion is illegal!
 
looks like state body of congress in west bengal is in violation of the regulation.

mamta seems to be the only non-bjp chief minister who is giving bjp the same treatment it gives in their own ruled states.
