Actually, I'm brushing you off because you are completely wrong and do not know how any of this stuff works, nor do you even get the point of an IXP, which in fact is designed to remove the necessity for peering directly with each individual ISP.
If you have slightest plan to connect your virtual ISP to NIXI, I will suggest you to go through the terms once again.Because I have spent many weeks in NIXI itself.
If you still wish to argue the toss, I'm more than happy to get some technical people (not just my own technical people but technical people from ISPs you so admire, including but not limited to BSNL) who actually do this for a living to back me up and assert that I'm not as full of sh*t as you think I am.

The simple truth of the matter is, your knowledge in every aspect of this business is severely lacking, and although I'm not perfect myself, I can at least back up everything that I say with documentation or confirmation from a colleague or counterpart in the industry.

2.You suggested me that I can create a city level LAN without any ISP License.I would like to help clear your concepts regarding this too, if you like
Section 4 of Indian Telegraph Act gives exclusive privileges to install and operate any telegraph in India to central government.No One else can operate any type of telegraph[including any type of computer network] in India without an explicit license from govt. of India.

3.You think IP-1 license is the one which is needed to create a LAN.It would be better if you read it once again.It is for those who want to invest in civil works by creating tower,dark fiber etc and then wish to rent it to an ISP/Auth Telcos.THis license was specially created when Indian policy makers thought that it would be better for Indian Telcos to share infrastructure.
4.You dont even know that NIXI's port charges are just for BGP query.Hope Point Number 4 of Basic Routing Policy in Routing and Tariff Policy Ver.1.11 helps you in your business.
