i don't think you need to redo everything... you can detach the boot volume from the terminated instance and attach it to the new one.

My two cents after suffering with Oracle a lot: "Always take backups of your volume. If something goes wrong, you can terminate everything and start a new instance from the backup." They are generous with backups in the free tier.

I don't think I can create another A1 instance keeping the first one as it is. I will have to delete the terminated instance.
Will I be able to access the detached boot volume once I delete its instance?

Edit 1: I can't even detach the boot volume. Getting stupid error:
Instance xxxx is in Stopped state, when it was expected to be in Stopped state

Edit 2: Terminated the instance. The boot volume was still showing there. Entered in the instance details. boot volume details and created a new instance from there. Everything is working as it is. Just had to change the new IP to the places where I was using the VM refernce.

Oracle Cloud Infrastructure (OCI) has reclaimed idle Always Free compute resources from Always Free customers by stopping the compute instance(s). Reclaiming idle resources allows OCI to efficiently provide services to Always Free customers. Your account had one or more idle compute instances that have been stopped. You can restart your compute instance as long as the associated compute shape is available in your region. In the future, you can keep idle compute instances from being stopped by converting your account to Pay As You Go (PAYG). With PAYG, you will not be charged as long as your usage for all OCI resources remains within the Always Free limits. To restart a compute instance: Open the navigation menu and click Compute. Under Compute, click Instances. Click the instance that you're interested in. Click Start. Reclamation of Idle Compute Instances Idle Always Free compute instances may be reclaimed by Oracle. Oracle will deem virtual machine and bare metal compute instances as idle if, during a 7-day period, the following are true: CPU utilization for the 95th percentile is less than 10% Network utilization is less than 10% Memory utilization is less than 10% (applies to A1 shapes only) Reclamation of Idle Compute Instances Idle Always Free compute instances may be reclaimed by Oracle. Yeah mine got shutdown too, although I just went and restarted them.

If it remains free for life and we don’t really run anything else, maybe switching to PAYG is fine? But then there’s always that risk that you unknowingly spend a lot of money in resources.
Is there a billing cap or something even in PAYG, if so can leave it capped to a low value to avoid such issues.

For now, They are just shutting down the instances. May be in near future, they will start reclaiming them i.e. delete the instance.

Back in 2021, an Oracle engineer Zoom called me to take my feedback on their free tier. He had proposed the idea of the reclamation of resources. They are implementing it now.

The best way to get around this is to ensure that your instance's memory usage stays above 50% at all times. (for the arm instances)
