There r other considerations which need to be taken into account before an official or technical perspective is stated ..So wht I am trying to say is that pakistan has so much of bad history and they have lend so much money from US tht u can't link official or technical perspective with pakis action .. you know what.........after osama invasion......pak should have refused the aids from america altogether...........after all, it was a blot on their sovereignty ..........then they should have punished the doctor. then it would look fine.

And yes, everything cant happen "simply in official or technical perspective" , and for sure doesnt happen in real world, and I am very much awake to the fact.
At the end, back to what I said - They probably just chose the normal protocol (documented in their official laws or whatever) in this particular scenario to suit them.
