OTG Support on Google Nexus 7 2013 without rooting?

AFAIK it won't. It has the same hardware limitation as in N4. It supplies only 8ma current.

So OTG support is restricted because the USB port does not supply enough electricity?

I remember reading about a paid app that allowed OTG without rooting. No longer?

Two restrictions. One is the current thingy and one is the kernel module is not present in the stock ROM/Kernel. So even if you root and install a compatible kernel or an app which enables the module, you'll need to use a Y cable with an external power for the USB device to work.

Nope many people on XDA say it works on stock. The app description also states this "-DOES NOT REQUIRE ROOT! Rooting may void your device's warranty."

Hmm. Looks like N7 2013 is providing ample power so that atleast pen drives work, which N4 doesn't :-(
