Total Price : Rs. 1,15,300 (25-inch)
Total Price : Rs. 1,17,300 (27-inch)

Some Add-Ons (if you want)
1 More RAM Stick (same specs) : + Rs. 5,000 | Total Price : Rs. 1,20,300 (25-inch monitor)
or
Secondary Storage : Make it 1TB (same specs) : Rs. 6,500 | Total Price : Rs. 1,21,800 (25-inch monitor)

Note* : If you want to do some changes, you can do too. Like Changing Secondary Storage or RAM or want to do some self-add ons too.
Don't change Motherboard (This one is best in DDR5 with that budget)

Also, Prefer Intel because Intel > Ryzen (Multi-Purpose Work) & Ryzen is only recommend for Gaming-Based Person only. (If you want PC for only playing games not other tasks)

@Sagar013 I'm interested in knowing 1 thing before telling you other details.
PC purpose

Unity, Unreal, Adobe Illustrator, Photoshop, Adobe Xd
As you've told that you are going to buy it for General Intense task purposes like Unity, Unreal Engines etc.
I would like to know that you are fine with both Intel & AMD or you would like to get your preference of processor with Ryzen only.

I would prefer Intel for this if you are not going to do Intense Gaming / Budget PC Build. But, If you got Budget, you can share it with me and i'll try to recommend you a better build than the one you've mentioned. (although your parts preference is good but without budget, nothing can be said).

Secondly, I would like to know whether you are going to buy these parts and going to self-build it or going to get it build from some 'personal local store'. Different shops provide different rates so you can check for other shops too to get best prices too. (not recommending any as i'm not sure of any shop in Mumbai).

Lastly, 3070 2nd with Warranty, This is something need to be considered. Before buying, run some general Graphic tests and checkout product warranty verification on Nvidia website. ESPCommunity (reference website)

Hope to see your reply soon :D

P.S. : I've submitted 1 Build upside for you too. You can check it out too. It is best build under 1.2 lakh budget. (RTX 4060-Ti is better than 3070 for General Heavy Task Purpose as well as Gaming) Only difference of 5 - 10% but got many difference in software provided by Nvidia

Do me a favor and see if they have any zero rpm SMPS non modular. Cooler master model I bought has a humming noise that drives me crazy. The zero rpm SMPS I have is modular but cables are too short for the cabinet 🥲

Let's talk about Step-By-Step for setup you are going to buy with some detailed explanation. I'm not going to compare any parts with my older build provided up.

1. Cabinet : If you like Thermaltake Ceres 330 cabinet. It's all your choice as it doesn't matter at the end you are going to show-off it to yourself or gonna watch it while doing work to feel relaxed 😜

2. Processor : AMD Ryzen 7 5700X | Intel Core i5 - 12400 | You can choose one of them from both, Although Intel is better in Multi-Task working but you can go with AMD too. At the end of day, It depend on you which one to choose.

3. Graphic Card : RTX 3070 8GB (Supposing 8GB Card) , I'm not sure whether this card will be best because as you've said that it is 2nd-hand and I'm not fan for going to get 2nd-hand Graphic card as it can get any issue at anytime in future and you'll have to pay for double the price for parts of Graphic Card to get replaced.

I can't say any particular tests where you can test it because it takes time to notice defects on Graphic Card and Mostly in the Market, Miners sells there Graphic Card which will show many issues while using it after 3 - 4 weeks of usage. (self-experienced with 3060)

MSI GeForce RTX 4060TI X3 Ventus 8GB OC is better than MSI GeForce RTX 3070 8GB both in performance and Avg. FPS Gaming.

But If you want to get RTX 3070 (2nd-hand) it's all your choice. At the end of day, You'll be the one which will be going to use the PC and should've satisfied relief by yourself.

4. Power Supply Unit (PSU) : Asus ROG Strix 750W 80 Plus Gold SMPS | Perfect for your PC. Don't bother about PSU and choose this one.

5. CPU Cooler : ARCTIC Freezer 34 eSports DUO | For AMD or Intel below 7th / 13th Gen, It is perfect so you can OPT for this CPU Cooler. Choose Color matching with your Cabinet for better looks and aspects.

6. Primary Storage : XPG S70 Blade | Perfect in market and usage. I've been using it myself and it is 3rd - 5th Fastest SSD so doesn't need to care about other aspects. Choose for it.

I would recommend you to get 512 GB or 1 TB Extra Secondary Storage for General Purposes. (Prefer NvME or SSD over HDD)

7. Random Access Memory (RAM) : Don't buy DDR4 RAM sticks. Choose DDR5 RAM Sticks as it'll be more suitable for your build and working for Unity/Other applications.

Change your RAM Preference and get DDR5

My Recommendation : Adata XPG Lancer 16GB DDR5 5200MHz or 6000MHz (2x16 GB Stick)

Note* : AMD Ryzen 5700X doesn't support DDR5 RAM so, You'll probably choose DDR4 and If you are going to choose between 1 of them

8. Motherboard : You'll be going to get DDR5 Motherboard, So you'll have to get DDR5-Supporting Motherboard

Choose this one : Asus ROG Strix B550-f Gaming (DDR4-Support)

9. Monitor : Acer XZ306CX 29.5 Inch (74.93 Cm) Ultrawide 21:9 Curved 1500R | Perfect for you if you want to choose it.

Otherwise, Samsung Odyssey G4 27 Inch (G-Sync Compatible) if you are interested in doing Gaming or DLSS supported games. Otherwise, You got a decent Monitor from Acer.

For any other parts changing, You can do it yourself. I'm more caring about your 2nd-hand Graphic Card than any other parts in your build.

The Graphic card does come with 1 year of reaming warranty
4060ti has less Cuda cores compare to 3070 and new 4060ti will be expensive
I thought about going to ddr5 pc but it will cost me more I have already exceeded my budget

That second gpu price is horrible. RTX 3080 are selling for 25-27k, FE versions for 30k. Adata S70Blade Nvme has too many failures you've been warned. People suggest it for low price gen4.

AMD 7600 = 18649
MSI B650 Gaming WiFi DDR5 ATX Gaming Motherboard = 11390
RAM Any brand 6000Mhz DDR5 = 10000
Storage Kingston KC3000 1TB M.2 NVMe Gen4 = 9000. I would suggest spend a bit more get WD or Samsung. You really cant have failed drives with work involved.
Asus ROG Strix 750W 80 Plus Gold SMPS -9000/
cabinet and cpu cooler your choice
GPU used RTX 3080 or RTX 4070 = 30k max for RTX 3080. RTX 4070 max 40k
