peer to peer and Torrent performance in Hathway broadband in Kolkata

In a dilemma for shifting to Hathway broadband in Kolkata as the Alliance Broadband LCO seems to be too clumsy to help with a line installation.
Before proceeding with it I need a few information:

1. Does Hathway allows Torrents downloading(Without using VPN)
2. If it does do we get to use the cached/ peer to peer downloading speed feature?
3. Is there local cached Youtube or some other service speed boost with cached service from Hathway?
