if your result is ttl=64
and primary dns ttl=115
secondary dns ttl=249

then your server speed is 64 kbps and so on as per the plan you have taken from exchange to your home your data card is shared by other users.


As per the trai norms "broadband" means 256 kbps and above.
If your service provider is not maintaining this speed then you can directly write your written complaints to telecom tribunal and trai.
