I don't think there is any kind of restriction on apps on custom roms. Whatever runs on official kitkat will run on custom roms as well

Not necessarily. A lot of apps are blocked from running on unlocked Android devices. But they are mostly video streaming apps that are region restricted or similar.

Are region restricted apps blocked from running or blocked from being downloaded from the play store?? examples are google earth which says not available in your country, but when sideloaded works like a charm.

Dunno. I have not many apps that were region restricted. I used to play with IntoNow after sideloading it. Worked fine here in India.
