i switched to Tata Indicom's 1mbps unlimited plan.In the ADSL page, it shows a downstream of 4157 and an upstream of 1085 kbps. Is that normal?Right now am getting a download speed of 42 Kbps and in p2p download i am getting around 120 kbps.can anyone suggest me what to do....

If you are getting 120kbyte/s then you are getting the correct speed. The page on your ADSL modem simply tells you how fast your line is between your premises and their systems, not how fast your connection should be going.
What the ADSL page indicates is actually roughly what the top speed would be if they removed the artificial speed limitations (eg, your purchase of a 1mbit/s connection) from your line and left it up to the physical infrastructure and how good (or not) it is to decide how fast your downloads would be... and frankly, 4mbit/s isn't very good, but it's sufficient to carry the plan you have.
