Usually you get an email ( address given in your application)GIVING THE 14DIGIT PORTAL id AND PASSWORD. Check spam folder.
Also Exchange gives this ID ( contact the J.E or A.E BB ), if they say they cannot give it try this.
Call CC and say you want to change your (userID) password.
He/she will be foxed and forced to get the 14 Digit portal ID for you. ( gently suggest: may be I need the usage portal ID ) If you cannot access this usage portal
BSNL - Broadband Account Management
you cannot change the Password !! or check your usage .

1) Call 1800-424-1600 toll-free and tell them that you haven't yet got your BSNL Portal ID.

2) Call the BSNL Broadband customer care of your City/Town. Ususally there is a seperate dedicated customer care section for each City. For eg: Pune has it's own BSNL Broadband customer care section accessible via 3 dedicated telephone numbers. Similarly, get the contact numbers for your City/Town.These people immediately fix your problem. This has been my personal experience.

3) Meet some higher level officer. :(
