BSNL has launched prepaid broadband system for Kolkata users. Not sure if its applicable for other users.
Tariff for Prepaid Broadband Services on DSL access
BSNL has decided to introduce Prepaid Broadband 5ervice of BSNL. The customer desirous of taking Prepaid BB service of BSNL has necessarily to be Landline customer of BSNl.
The tariff structure for the Prepaid Broadband service are as follows :-
A. Initlal Chares at the time of application :

(*) Service Tax extra. (#) SalesTax and other Govt. levies extra .
B. Creation of Prepaid Broadband account : The creation of Prepaid 88 account will be FREE
of any charges (other than mentioned at A above) and the account will be created with
complementary balance of 50 MB in any Plan and with validity of 15 days from the date of
creation.
C. Plan vouchers available to the customer : To continue the Prepaid Broadband account
after Its creation, the customer has to recharge his account by any of the following Unlimited /limited plan vouchers as per his/her choice :
1) Unlimited download/upload Plan vouchers :

Note :- The Grace Period for renewal shall be 90 days after the validity. The customer account shall be permanently deleted from the system after the Grace Period.
2) Limited download / upload plan vouchers ( upto 2 Mbps )
The customer will be offered different Plans with speed upto 2 Mbps with limited
download . The details of Plan vouchers and rate at which the usage shall be charges
is as follows :-

75 days (**GP-tI). the account of the customer shall be deleted from the system.

F. E-mail ID : On request by the customer, an email id with 5 MB mail space shall be given in
bsnl.in domain.
G. Renewal / Recharge of account :-
1. The customer can recharge hls account online from the BSNL portal after purchasing
the voucher either through BSNLCSC or other retail outlets.
2. While, lhe account under limited Plans will be governed by validity as well as usage
amount, the account under Unlimited Plans will be governed by validity period only.
The renewal of unlimited plan will create new validity period on the date of renewal as
per the value (MRP) of the Unlimited Plan Voucher, together with the related
band width speed opted by the customer from the Plans indicated at ParaC(l). For
example, if a customer availing Pre-pald 256 Kbps account (unlimited) renews his/her
account with BBR_UL 1200 voucher and opts for speed of upto 512 KbP5 at the time of
renewal, charging a$ per the new opted bandwidth will start and new validily of 30
days will be applicable.
3. In case the customer opts for migrations from unlimited plan to limited plan or vice
versa his/her validity/balance shall not be carried forward. The account will be treated
as a fresh account. However, the customer will be able to retain his user account.
H. The above tarlff will be effective from the date of launch of service.
