problem with my connection

hi,

i have recently upgraded my plan from home 699UL to home 799UL 256kbps plan.

for the fist day i got 35 to 40kbps download speed both at daytime and at night time
but now i experience very very slow speeds at daytime
speed automatically slows down at 10 am in the morning and continues slow speed till 6 or 7 pm in evening
in this period i get 10 to 15kbps speed on all websites from which i download stuff.
except the microsoft site (download speed i get from this site is 32 to 35 kbps in day and night time)

At night time speed is fine....(30 to 35kbps)

i called cc, they logged my complaint and send their technician at my home
he checked my speed and said that you should always check the speed at microsoft site.we are not responsible for slow speeds at other websites.

so he went away saying your speed is ok.

tell me what is the problem with my connection
i am fed up calling cc.

Hey dont completely trust the speed u get from MS since some ISP cache the downloads from MS and u r bound to get more speed..if am wrong kindly correct me friends..anyways why dont u check your speeds on speedtest.net

speedtest.net shows normal speeds but when i download anything i get less speeds from any website

sorry sir to confusion but speedtest shows me high download speed but when i download anything from any site download speed doesnt go above 20kbps
i have formatted my windows, no virus ,adware spyware.

yup browsing speed is normal......before this plan i had home 699 ul plan and in that no speed or browsing problem was therebut now when i migrated to hoem 799 plan the problem started
