Comparing it with MTNL will be more apt. Sometimes my Mtnl landline phone goes dead for 3-4 days. Will they ever charge me monthly rental on pro rata basis for the days used, or txt end my billing period by 4 days ?
BSNL adjusts the amount if you ask them! Don’t know about MTNL but I guess it’s the same

Major ISPs do not extend the validity of your account for the period lost due to internet problems. Let’s say if the electricity goes off for day , can we expect the the electricity board to give us monetary benefit ?

You May be able to get some additional data voucher if you fight your case long enough but imo they will never extend the validity by 4 days , there may be no such provision.
I respectfully disagree. That is basic procedure. If the service is not provided then the money should be refunded or a grace period provided. Why should a customer pay when no service is provided?

Yes, any outage for more than 3 days you can claim partial refund on the bill. I claimed it many times when I was using BSNL. However as soon as outage happens register your complaint and keep a record of it. In BSNL they use to count the number of days from the day complaint is officially registered with them and not when the outage happened.

@vishalrao explained it nicely.

I am also not sure about prepaid vs postpaid.

Yeah good point, need to immediately register complaint and keep a record of it (complaint number) for future use.
