Does it appear on: Settings > Sound & Notifications > Notification Access?

could be somewhere else :( i do not remember how it worked on jb. online complaints indicate that you might want to remove pushbullet, delete your device from their website and reinstall and reconfigure from scratch :P
 
Did all that. Still not working.

For notification access, accessibility is there, in fact thats where it routes when you start the app to enable it.

Android not forwarding notifs

Make sure the Notification forwarding setting is enabled in the left drawer of the app. If it's enabled there but still not working, are you signed in as the same Google or Facebook account on your phone and computer?

You can also check if this is working by sending a test notification from our app's Settings screen. If it still is not working, we recommend rebooting the phone, and if even that doesn't help, try reinstalling. This gives us a clean slate to start from for troubleshooting.

If this doesn't help, one last thing to check is for an issue with your network connectivity or a particular WiFi network. To do this, try switching to your data connection and see if things work any better.
 
Let me see if they respond. Otherwise, I dont see the need for this app. Someone also suggested Airdroid when I mentioned Pushbullet to them...
