Bharat QR code is not upi based? It allows to pay using cards for QR code.

Bharat QR was developed jointly with UPI (NPCI), Rupay, VISA, MC, Amex. UPI is one of the ways in which you can send money via Bharat QR. But in the new proposal, CC payments will be accepted through UPI itself. UPI is actually IMPS under the hood.
