Is this vary from device to device? I mean in which device (mobile or laptop) you took the test and through wifi or cable connected?
I think this should also be mentioned along with the router configuration

I don't think there must be a significant variation between devices or the type of connection used and let assume router to be in optimum configuration.
 
Wireless networks increase latency by a significant amount. Especially if one is using the router provided by the ISP, which are more often than not of substandard quality.
