Are they announcing landing pages for each individual area of a city ?

no idea. i am guessing they are creating pages for locations where they are close to launching operations? google of course has a tendency to find public pages on domains somehow. it's possible they are linked from somewhere. or some directory is public.

All these places are in Chennai.
I guess either only Chennai guys are creating sites or the sites created by them are somehow public.
