Reliance JioPlay to offer Hotstar Premium for free?

JioPlay data usage would most likely to completely free. Since it is a service offered by the telecom operator, it would be meeting the TRAI regulations. By making Hotstar a part of Jioplay, Reliance could bypass the regulation and make JioPlay even more lucrative for Jio subscribers.

I am confused. Wasn't Airtel alleged to be violating NN with free data on Wynk?
 
Wynk is available for all irrespective of operator. But JioPlay is only available on Jio network. So it does not violate NN.
 
From my understanding, trai allowed operators to offer their own services without any bandwidth usage as part of their regulations. This allow Airtel to continue offer wynk streaming for free on their network. I imagine it was done as a favor to Reliance.
