yes it has nothing to do with IP but they are using Nokia OLT now in which they are configuring VEIP profile, otherwise in Huawei and ZTE they are using only PPTP profile.
Further they are migrating Huawei and ZTE to Nokia so existing PPTP may get change to VEIP anytime soon in Delhi NCR.

You mentioned pppoe is rejected. With static IP, pppoe is bypassed.

does static ip or ipv6 trick works anymore anywhere
also if I get my ont validated on olt will I be able to configure it, which I am not right now due to veip profile

In your case for VEIP, AdminState and OperState is False while same is True for me.
Realtek SDK used in VSOL or Digisol and even other ONT is unable to read VEIP packets sent by OLT
