Same transit provider, different ISP. Packet loss + huge ping difference.

So I have a connection from timbl broadband in Delhi (have requested them to switch me to TATA for transit). I also have access to my college server in Delhi (ISP NKN Network, Transit Airtel). I believe the line which college has is a dedicated leased line. But even though the hopes are same the ping difference is HUGE along with no packet loss.
I knew leased lines were better but god damm its has a difference of about 90 ms.
Or is there sometime else which I am missing.

LL only guarantee bandwidth and uptime not latency in general. Sometimes latency to particular country or ip range is guaranteed in sla if required by the customer.
So the routing and latency mostly depends on the default routes of the isp.
 
The transit bandwidth which is guaranteed (maybe less than the actual bandwidth of leased line) is to all the PoPs across the globe or upto some certain points?

The NKN line is gigabit line. And I can almost touch 16-18 MBps to all servers with a single connection. More connections end up saturating the gigabit link.
