samsung phones slow charging

if any of Galaxy s 3 , note 1, note 2 owner experiencing very slow or no charging , check with another usb cable , i recently bought a 2nd hand note 2 and it was very slow charging , for my pleasure it was under warranty still and , usb cable was changed at service center and now the trouble seems to be over , there is an app on play store by name of " galaxy charging current lite " it will tell you the incoming current into phone , for my new (2nd hand) note 2 it should be around 1500-1800 (on avg reading of app only) , but it was as low as 100-300 most of the time , so that was the issue , now its charging at 1700-1800 power eaceful:

Yeah I use it. Have been using it for a while. The problem may lie with your cable or the adapter. Is it available on the play store? I remember downloading it from xda since it was not available on the store.

Its generally seen that when ever you charge samsung mobile with different charger of same pin then you will noticed that charging is quite slow why this happen I don know but I have noticed this thing.
