Send SMS to 1900 from International Roaming

Is there any trick that will allow me to send an SMS to 1900 from international roaming? I need to generate a UPC to port my number but I can not send SMS to 1900. I can send SMS to non-special numbers. I also tried +911900 and even that fails

Do you have balance on your Jio number?
What error you are getting ?

It’s postpaid. I can send messages to regular Indian numbers, no issues. Just cannot send to 1900. It just says failed to send no special error as such.
I tried connecting and sending messages from different networks here and SMS sending to 1900 fails on each one.
