setting dhcp static ip for specific eth port

So I want to setup promox with static IP and want to create a system where i assign one port with static ip for proxmox. Is there any way to do it in low cost managed gigabit switch?

i have the xpon onu with dual port so i can setup one automatic and one static eth directly but i want to know if there is alternative options available.
