I’m getting the fiber installed today. I opt.ed for the 1500rs plan so i guess I will get the single band from them. Should i buy the dual band from them or get one from TP-Link , Mi etc

They have not mentioned whether they will be giving single band or dual band router with 1500 trial option. Better to wait and see which one you get then decide.

What is this fiber mesh? Would this be a better option than a wifi extender?
This additional to your current router. Yes better than extender with no speed loss.
search for mesh router in google. normally these are upwards for 7-8k as it need minimum 2 units but jio is provide inhouse mesh solution which'll work with your current router.

I'm gonna apply for a new connection next month .... Do we have to pay them 1500rs for a router or can we use our own router if we have one ? I have a TP-Link dual band gigabit router can I still use this ? Or is it mandatory to pay them 1500rs and use their router ?
You need to get the ONU from them. The ONU connects to fiber and acts as a router and has WiFi as well. If you want, you can turn off WiFi and connect your own WiFi router to it but you will still pay the same installation charge. Jiofiber can't work without their ONU.

It depends on the Jio device. I have the white dual band JCO500. I get maximum 450Mbps WiFi speed on it.
