Sify blocking sites?

Can anyone using Sify access the site:

http://www.bharat-rakshak.com/

My browser stalls on "Connecting to www.bharat-rakshak.com..." The rest of the Internet, however, seems to work fine (albeit very slowly!)

I know for sure the site is not down, because a friend using MTNL can access it properly. Just wondering if the good folks at Sify have decided to block it?

not using sify but it works for me. They have an active phpBB discussion forum there!

The site was working for me on jan 6 or 7 but today it doesn't open. It's not responding to connection requests (or Sify is eating up the connection requests)
