Slow direct http downloads for the last 2 weeks

Direct downloads from a browser (firefox/opera/chrome/ie) seem extremely slow and capped at around 30-40 kbps. Very good file servers like nvidia are only giving 20 or so kbps speeds. Same problem with many software updates (league of legends for example). However most torrent speeds are fine.
Packet loss/latency seem normal (occasional packet loss on some servers, decent latency outside of peak hours - normal service)
FTP downloads/downloads using something like orbit/free download manager/downloadthemall are working okay - usual full 230-240 kbps speeds.
Is bsnl throttling http downloads or doing some kind of port blocking ?
 
You using IDM or default downloader ?
 
Unfortunately, single-threaded downloads don't reach even 50% of the speeds my plan is allocated to (in this case, 4mbps) - only a download accelerator can help you in such cases.
I can't say if this is throttling or just bad resource allocation. Maybe someone like mgcarley can help with what's happening in the background.
Usually, people only blame the server you're connecting to, but in this case, almost every site will have the same speed as I too experience it everyday.

1. Is this the site from which you're trying to download?2. Looks like a busy gateway. This is fairly typical with BSNL.
 
I am getting 256kbps on my 4mbps connectivity right now. So well. FUCK BSNL.
 
Well things usually get better in the evening. Made a mistake waking up early in the morning 😀
Still would not go back to Airtel Broadband.
