It could be that something is wrong with the ethernet cable causing it to limit to 10Mbps link speed.

Go to Start > Settings > Control Panel > Network and Internet > Network and Sharing Center > Right click on your ethernet adapter > Properties

In windows I hate how everything requires extra steps

@smashishere you can also try to manually change network adaptor 'speed and duplex' setting next time if it happens again.
