Slow speeds with Google servers

Hey, anyone using Alliance connection in the Rest of Bengal circle (people in Kolkata circle are not facing this issue)? For the past 3-4 days, google services like play store/ android-studio/ youtube/ GCP are giving download speeds of 5 Mbps max (am paying for 50 Mbps). Google Drive is working just fine. I called Alliance CC and their engineers reverted back on Sunday.

1) Had Airtel upstream. So, they changed mine to TATA. The problem was not solved. The problem with Apple servers was solved once shifted to TATA from Airtel. But problems with google persisted. (The guy tried changing DNS servers and whatnot. LOL)

2) They gave me a direct connection and told me that they are giving me the best route to internet exchanges possible (they claimed it to be a direct route). The problem was not solved. Here are some traceroutes now. The upstream route is really good now on my connection, especially with Cloudflare, but the speed issue with google still exists.

3) They told me many other people were complaining about this issue as well. They are facing this on their own systems as well. They think that Google is throttling speeds. But that's ridiculous. If they throttled speeds, that would have been regardless of ISPs and on all Indian IPs. I explained to them that I am using a Chennai based VPN server to get past this selective throttling, so that cannot be the problem.

4) For now, the only solution is to use a VPN for google service. I am using OpenVPN on my own AWS ec2 instance for getting around the google problems.
