Strange Internet Issue: Speed Tests OK, Websites Slow or Unresponsive

My router shows -26.5 dBm during the daytime and -25.5 dBm at night. A few times a day, my internet almost stops working for websites other than YouTube for a good 10-15 minutes, but it still shows full speed on speed tests. I have spoken to my LCO, but since the speed appears fine on speed tests, he is not taking any action. This problem occurs randomly, so I can't demonstrate it to him when he visits. He says the power levels are fine. What should I do?
 
record video of the problem ,then show to lco

i had the same problem with very slow upload speed ,but in my area ,bsnl was replacing lines which connect my town to district
 
i had this lag issue with airtel x stream fiber dropped a mail to 121 they sent it to the back end team and they fixed the lag speed tests were fine again. so always a back end issue
