Suggest Surveillance Camera For My Requirment - Newbie Alert

Hello, As mentioned in the Thread heading, I'm a Newbie in CCTV stuff. Even though I have done my own research to some extent, I would like to hear the suggestions from the Veterans here.

The context:
We have a house building with a couple of homes in it rented out in my native and we live around 100 KM away from there. We got a couple of "Sneaky Neighbors", who usually trespass and take stuff from our backyard without informing us after we moved out. Right now, we are renovating the building and there are no tenants living there. The neighbors obviously saw this as an opportunity and started to steal things brought for construction. Glad that my Father noticed a few items suddenly disappeared overnight. We know it's them, to catch them or to scare them we need to have CCTV installed on the premises.

The Requirement:
As of now due to ongoing construction, I don't want to go with a full-fledged CCTV setup, which we are planning to install once the renovation work gets over. It may take another 6-8 months to complete the work.
  1. Meanwhile, I was thinking of installing 2 of these 4G Enabled PTZ cameras plus some Dummy CCTV Camera.
    These 4G PTZ cameras need 4G SIM cards and I can view the live stream remotely.
    I'm unaware of how I can clean the recording it has done in the SD Card remotely.
  2. Is it a good idea to go for 4G PTZ cameras over traditional surveillance cameras?
  3. Once I go for proper CCTV setup post-construction, can I reuse the 4G PTZs with the DVR/NVR?
  4. When I install the CCTV setup with DVR/NVR I would like to stream it and preferably record it in the cloud instead of the local hard disk. How much is it going to cost? Any rough estimates?
  5. I see extra components like network switch and router are required for NVR when compared to DVR, can I stream the video using DVR?
