Where are you located ?? There is lot of connectivity problem here in navi mumbai and i called up local guy . They are *fixing* it :(
 
I experienced packet drops today evening too. But it got resolved in 30 - 40 mins .... :)
 
Yeh it seems they fixed it , ran ping for a long time no packet loss :D and sites also opening verry quickly plus upload speed back to 60-70 KB/s
