Minister says edited messages don't show that they have been edited. That's not true for official apps. Third party apps might. But lame excuse.

airtel is implementing telegram block via dns response policy zones (rpz) which a server-side override that hijacks resolution of banned domains, returning a spoofed cname (restricted.rpz.airtelspam.com) instead of the legitimate a record. no bgp-level route filtering, no ip null-routing, no dpi but just poisoned dns. bypassed trivially by pointing your resolver to any third-party dns (cloudflare 1.1.1.1, quad9 or opendns).

telegram's dc ips remain fully reachable on tcp/443, as confirmed by a direct nc probe.
 
also this is exactly why you should run your own router and not the isp provided one with a custom dns resolver or atleast some other dns server than what your isp provides.

your isp should never be in a position to manipulate your dns responses...
