Telegram not connecting on BSNL Bharat Fiber Broadband

Telegram android working fine on my internet connection.

Was using warp+ for regular telegram app to work.
But Telegram x is working fine.

No.... I'm using Telegram X on BSNL FTTH. Still, I have the problem. A day before BSNL was having the lowest pings of all time and highest stable speeds and I could download media. But now I'm back to the initial state. Can't download media from groups and channels. But can send and receive from personal chats.

EDIT: Seems fixed for now. Can download media from Telegram X on BSNL FTTH. I don't know how many minutes I will get like this.

RE EDIT: I said minutes in a funny way. Looks like BSNL took it literally. Back to zero now. Can't download any media from Telegram X

I too can't access telegram from bsnl

Anyone able to ping telegram address 149.154.167.151 from BSNL FTTH. Mine is request timeout. I can successfully ping from my jio mobile data .

Inspected telegram traffic from both jio and bsnl ftth. Jio successfully establishes connection to this ip address 149.154.167.151 while bsnl can't. Possibly any routing issue at bsnl?
